- The meetings of the extraordinary committee analyzing draft laws on the labor market and the employment of foreigners, held in recent days, have raised numerous controversies. In particular, entrepreneurs and temporary employment agencies warn that the planned changes may lead to unequal treatment of foreigners and Polish citizens on the labor market and introduce impractical solutions limiting employment flexibility.
- Acting on behalf of the employers' union OKAP, which brings together more than 50 employment agencies and entrepreneurs operating in the area of specialised subcontracting services from all over the Republic of Poland, I call on you to take joint action to protect the rights of entrepreneurs who are denied the right by provincial offices to obtain work permits for foreigners under the pretext of illegally providing services based on the construction of outsourcing of services.

To meet this challenge, Europe needs a new growth strategy that transforms the Union into a modern, resource-efficient and competitive economy with no net greenhouse gas emissions by 2050, where economic growth is not dependent on resource use and where no citizen or region is neglected.
The social partners of the Council for Social Dialogue are indignant at the unauthorised and scandalous act of Russian aggression against Ukraine. Military interference in the territorial integrity of another state and the pursuit of a policy of conquest are behaviours outside the framework of the modern international order that deserve condemnation. Russia's actions require a firm and courageous response from the international community. We call for the necessary measures to be taken to halt Russia's aggression and bring the crisis to a swift and peaceful end.
The International Organisation for Migration (IOM) is an intergovernmental organisation established in 1951. IOM has 172 member states, including Poland.
Poland has been a member of IOM since 1992. The IOM Country Office in Warsaw has been operating since 2002 and carries out projects primarily in the field of assisting migrants, supporting regular migration and integration of migrants, combating human trafficking, preventing irregular migration and raising awareness of migration phenomena.
Protecting employment and reducing burdens and preserving liquidity in companies are the main objectives of the package of regulations that make up the Crisis Shield. On the basis of the regulations, which came into force on 1 April 2020, it is possible to apply to the Social Security for a standstill benefit, exemption from paying contributions or deferment of their payment.
The Financial Shield is a new program announced on Wednesday, April 8. Its value will be at least 100 billion zloty. The Financial Shield will be implemented by the Polish Development Fund (PFR), in cooperation with the National Bank of Poland. The new aid program under the Anti-Crisis Shield is addressed to over 670 thousand Polish enterprises, its purpose is to help maintain employment and liquidity of entrepreneurs, primarily by granting subsidies to micro, small, medium and large companies.
Quarantine centres are being opened in Poland for Ukrainian workers.
The quarantine centres are primarily needed for workers who temporarily left for Ukraine even before the Polish borders were closed and are now trying to return to work. This solution became necessary with the introduction of quarantine in Poland, caused by the coronavirus pandemic and the closure of the Ukrainian-Polish border. Many industries are already suffering from a shortage of workers.

In view of the epidemiological threat and also the troubles of our Union's members, we have written, as the All-Poland Convention of Employment Agencies, to the Minister of Development, Jadwiga Emilewicz, asking her to take into account the proposals of our solutions that could minimise the losses resulting from the lack of foreign workers.
